Default steering arm rubbing tie rod end

I installed 2" drop spindles on my 68 El Camino. I'm pretty sure I know the answer to this but, the spindles have 4 mounting holes for the steering arms, disc brakes, dust shields etc. I installed the steering arms in the upper holes and now the tie rod ends are rubbing on the sway bar. I'm guessing the steering arms belong in the lower holes? But then the dust shield doesn't fit. Is there another dust shield I need to get, do I cut the one I have to make it fit or just go without a dust shield altogether?
